BGI HRMS Payroll & Attendance - Phase 7

Purpose:
Phase 7 is the production hardening and deployment toolkit for Phase 1 to Phase 6.
It does not replace previous modules. It adds bulk import tools, deployment checks,
production locks, installer wizard, sample templates, snapshots and support APIs.

This patch adds:

2. Phase 7 web installer wizard
3. Deployment readiness checks
4. Bulk staff import
5. Bulk salary structure import
6. Bulk leave opening balance import
7. Sample CSV templates
8. Import error logs
9. Deployment snapshots
10. Production lock controls
11. Secureye import status API
12. Health snapshot cron

Installation:
1. Phase 1 to Phase 6 should already be installed.
2. Take a full file and database backup.
3. Import phase7_schema.sql manually OR open admin/hrms/install_wizard.php and run installer.
4. Upload all folders into your project root.
5. Open: admin/hrms/phase7_dashboard.php
6. Run Deployment Checks.
7. Create a Pre Deployment Snapshot.
8. Download templates, fill data and import bulk data.
9. Enable Production Mode only after checking attendance and payroll outputs.

Recommended cron:

- samples/staff_import_template.csv

Important production note:
The snapshot page saves HRMS table counts and settings summary. It is not a full DB backup.
For rollback of production data, always keep cPanel/WHM backup or mysqldump also.

PHP compatibility:
Code is written in PHP 5.6 compatible style and uses English labels/comments/messages.
